4:30pm. Cocktail hour is before. Please allow extra time to get there, the festival of lights parade is the same day.

The pre cocktail hour starts at 3. You can arrive anywhere between 3pm-4pm but if you want a cocktail the earlier the better. The actual ceremony will begin at 4:30pm
